Rust in Gutters

Hi all just need some advice to fix my ride.

I have been noticing this winter small anounts of rust in the gutters on the roof. It appears to be coming from under a whiteish putty or would this be body sealer.

Would it be better to remove all this sealer add a rust inhibiter and the re-seal the gutter or is something more drastic like sand blasting more the go.

Also were can I get the sealer from and is it a good idea to paint this area with POR15 before my finish coat of paint.

The best way would be to remove all of the old sealer, which would be about 30 years old, then sand blast the gutter to remove all rust. Then use the rust converter. Then prime with a two pack primer, then reseal with a modern non shrinking, flexible sealer, then repaint.

for each part of this step that is left out, the shorter time it will take to rust again.

If there are any holes right through the metal, then they will have to be welded up.

Sikaflex-227 is a great sealant and used in automotive industry...
