Welding panels into panel van

I own two 71 panel vans the one i wish to restore has holes cut into the panels. The other van i shall be used to donate the panels as the rest of the van is quite rough. Yet the panels are straight. just wondering how i go abouts cutting them out and welding them in. And also how much this would roughly cost me.

You can cut them out with an air hacksaw. Loud, but does not distort metal and you can control it easily enough.

It could then be welded in using an oxy acetylene or Henrob torch for less distortion, or a MIG if you are handy

I would say if you were to strip all of the trim out and supply the panels, a shop may charge anywhere between $1000-$3000 depending on the perfection of job required.
