i have abit of rust around that area on my bug, i merely removed the windows and took off the guard, cut back, primed and painted, then glass back in.
:D

Yep - window out, cut out rust, weld in new piece, treat, prime, paint, put window back in.

Anything else would be half a job and promote more rust.

Once You start prodding with a screwdriver....

that could end in ONE Large Hole... or more.....

to get it passed.... wire brush the rust... very lightly...
hopefully You won;t end up with a hole.....

then use Auto two part repair Putty [called BOG]
and smooth it over the rusted parts...
let it dry... then sand it back with wet & dry paper [WET}
and then paint it as close a colour as You can get...

that will get it passed....

it does look nasty though....
You could end up with holes once You touch it....

best of Luck...

i personally dont like bog. only time ive used it was in my sigma cabrio creation in the frame tops caps.
if u wanna keep the car and not have to deal with the rust later id go for a weld piece as well.

but up to you what u want to do with it, and also ure budget.
