what is the best way to bring it to bare metal?

hello all i got a beetle 4 months ago as a project baja. however i'm using it as a family car for now until i ofund something else. just yesterday i decided to lift the carpet and found some surface rust what should i do to prevent it to go any further until i redo the whole thing (probably a year) same for a few spots around the car. should i just sand back to bare metal and then what?


thanks ppl (i've never worked on a car before so please don't be afraid to tell me the most basic (that's probably what i need)

If you are going to fully restore it in a year and pull the whole body apart, then just a quick coat of rust converter will hold it off temporarily.

If you are restoring it, then remove the surface rust all off using mechanical means. An angle grinder with a twist knot cup wire wheel will do good, and then a coat of rust converter and let it dry for a few days until the metal turns bluey black.

The ultimate is to sand blast the pan and then POR15 or Rustbullet coat it.
