Was just digging through some old files, and found an interesting piece of paper.

It is a bulletin released by Queensland Transport a few years back.
Interesting points are that they say 2 inch body lift is the max, and has to be approved by Queensland Transport themselves.
You then run into the problem of what is a body lift kit. They basically say "lift blocks between body/cabin and chassis mounts". Which is talking
about raising the whole cab and floor of a 4wd.
So how does it apply to VW's? I'm not sure. Most people in the VW circles refer to them as floorpan reinforcement / stiffening and not a body lift.
It's hard to say really. The safest thing to do I guess is to keep it to 2inch or less to be on the safe side.
For baja's, yeah keep it to 2 inches to avoid trouble.
For buggies, different story. Sharpbuilt puts 3inch, 2inch and 0 inch body lift kits on his buggies prior to approval and gets them through. But in
buggies they are floorpan reinforcement / stiffening and not a body lift. And they are complianced as part of the buggy.
Why play it so safe?
If you're allowed 2 inches and you ask Queensland Transport (in an application to modify motor vehicle) if you can put 3 or 4 inches in instead, all
they can do is say "no" and tell you that you're stuck with 2 inches.
So... Nothing to lose in asking is there?
I mean, if we were all into playing it so safe, we would be driving around in basic unmodified cars instead of radical beastly off-road Vee Dubs
driving in the insane (not recomended) way that we do.
