Found it whilst looking for tarmac rallying beetles in Aus.

Paul Zalkauskas owns the vehicle
He works at Weapons Research and everything on it is maticulously billet turned and perfectly engineered to precision.
Entered the Classic Adelaide and in the prologue,dropped a valve or lost a valve seat.
The 1641cc engine was put together by Alf Kamillow.(nothing to do with the failing)
Never seen it since that Prologue in 2005

What are those things covering the exhaust?

There are supertraps or similar. Normally you can add or remove rings to increase or reduce noise. Allows you to tune the exhuast noise (and hence performance) to each event/track.
