Does the factory carpet kit in a 67 have a rubber mat behind the pedals like the early bug in the pic?

Yes,
I believe they did in Australia...

the 67 Beetle in Australia was roughly the same as a 1965-66 Australian made beetle..
where in Germany , all the changes We saw in 1968 -

started in 1965 with lever type heater controls, larger glass and 1/4 window had new locking knob..
1966 had ventilated wheels and flat hubcaps..
headlight dipper on blinker switch - 4 way flashers. etc..
and the 1967 German beetle has unique outside door handles for that year Only... round push buttons...
