I'm not sure about SUPERS fitting a torsion bar beetle...

1968 - 1974 torsion bar NON supers should all be the same

I know the 1976 Non Super had smaller splines for the steering wheel... [Golf size]

So, it would be simple to use one from these years...

All Super beetles used universal joints to go to the steering box [as far as I can remember]
where the NON supers it was a straight collapsable shaft from the steering wheel to about 50-75mm away from the steering box shaft.. to the flexible coupling ..
