This is a genuine VW bumper.

A fresh coat of hammer tone has been put on the inside.
Some "slight" wavering and a scar or 2.
There are 4 holes on the top about 5mm in size. Sort of 2 on each side.
This is say 80% condition of a $300+ rebuilt original at a fraction of the price.
