As Joel has said, 1968. It's the third digit that tells you - '8' for 1968. The first two digits, 11, mean VW Type 1 (Beetle).
Genuine German cabriolets had a '15' prefix, but these weren't sold in Australia.

So mine is 1352***, does that make it a 75?
Yes. The '13' means a Volkswagen Type 13, which is a Superbug. The third digit is the year model, 1975. In the same way, a 1975 Golf would be
175**** (Type 17).
The '2' is almost the start of the chassis number. VW used '2' here as a check digit to ensure there was no confusion with 1965. Of course there
were no Type 13s in 1965, but that was the principle. It's more useful for Kombis.
This VW system came to an end in 1980 when the international VIN system came into use.
