Anybody know it this was ever made for RHD beetles. I can find the later version but not the 68-70. Is it possible that it was only made for the US market?

To my knowledge the 70 and beyond version was different to the 68-70 padded dash-pad in that it had 2 additional fresh air vents facing into the cabin above the glove compartment and speedo - the 68-70 dash-pad didn't have these. The link above is for the later dash-pad.

Yea, you're right, the 68-70 doesnt have the flow through vents above the speedo and glovebox and the skinnier defrost vents along the top.

I'm pretty sure no right hand drive countries were using dash pads till after these finished, only North America.

That might explain why I can't find one
