assuming this will make registering modified vehicles more difficult?

more to do for say a SWB manx that was registered in the 90's and then the registration lapsed

Even though it had previous registration you will need a new engineer cert - and you wont be able to get a SWB past

This would apply to any other car where the engineer doesnt agree with what went on in the past
