I stumbled across this thread at the Volkswagen Club of the Philippines web site.
The first page of the thread is of the most interest. The rest of the thread is a mixture of English and other languages/dialects which are unknown to me.

Good find in the Philippines and some more specific Sakbayan detail. Only wish I knew exactly how many CBs were exported to the Phlippines.

I ran across the original site where the article by Wilfred T. Ruiz was posted.

On this same page is an article about DMG, the exclusiive importer-distributor and assembler for VW in The Philippines.
In the Ruiz article there are charts which make the evolution of the Country Buggy/Sakbayan a little clearer.
Many of you may have seen this info, but for those who haven't, you may find it interesting.
