I am wondering if the wheel centre bore on stock 15" has to be sitting on the hub or not?

Reason I am asking is because when I removed the wheels on my '69 bug, I realised the wheels were only sitting as tight as the wheel bolts could hold them. The centre bore on the wheels are way to big to sit on the hub.

This is my first classic so I am not sure if this was intentional or I was given wrong wheels to begin with?

Please advise me fellas
