Not knowing how large they are..
Good idea to place a measuring device or a beetle 1/4 window next to them
they do look like those from a beetle apart from the odd latches.
maybe an early bay window accessory??
but wouldn't they have had the locking button latches??
as beetles had the locking buttons from before 1960..

Yes, maybe early type 3 ??
although You would have thought it would have had locking buttons too??
they did have standard and deluxe versions of the type 3 in Germany
maybe a standard??
type 4 as in 411 412 ??
interesting the NSW rego sticker too..
so they were on something..??

Just measured a Beetle and a Bus quarter.
When measuring inside between the top and bottom of the aluminium frame. Not including the inner latch. So I measured outside of the assembly between
the top and bottom of the frame.
Beetle was about 29 cm
Bus was about 36 cm
The Quarters you have do have a similar bottom pivot clamp to a bay bus. They are similar to bay bus in style of rubber and pivot clamp, but not size

Could be type 3.
This is a '73, so different latch, but shape would be similar to earlier models
