What's with this second cable??

Hi all,
I was looking under the fuel tank today and I discovered a cable that was wrapped in electrical tape and not plugged into anything, I guess it must have plugged into the second section on this brake cylinder but what would that be for?

Thanks!

Is it a backup?
Everything seems to work fine with the brake lights but I was thinking of hooking it up again.
Could you think of why someone might disconnect it?
