type 3 rust

I have a rust hole that is evident on the passenger side under the bonnet above the wheel, however when looking from under the guard the hole is not visible, it is obscured by another small panel that is welded into place. The small panel has drain holes which show evidence of rusty water escaping at some point. Does anyone know the best way to attack this problem?

propably cut it out and replace it, if it wasnt originally there. what exactly is it? are we talkin inside the boot area? but not visible from outside? if it is an original section, attack it with a steel brush on ya drill...and remove as much crap as possible from every place that u can get too...then use an industrial strength rust converter...
