how long is a piece of rope?

you need to be a bit more specific I think. Remember that a fair slab of the cost of an EFI system is the time spent tuning it.

you need to buy:

EFI fuel pump,
EFI fuel regulator of some sort (if its not to be turboed then a factory one off something else will do fine)
4 injectors (generally liberated from a similar sized factory motor such as a 4AG toyota etc)
ECU (Last time I looked at Haltec it was about $1500 for an E6K but that was a LONG while back)
Wiring harness,
Knock sensor,
temp sensor that will work on a non water setup,
Either an air mass meter or a MAP sensor,
A crank angle sensor
A throttle body
A manifold to fit the throttle body, with a plenum chamber approximately the same volume as the engine capacity.
Injector bosses for the manifold where it meets the heads
Fuel return line to the tank
tank modified to accept a return line
a surge pot if the tank is not from an EFI vehicle.

A lot of this can be scabbed from a stock car, the 2.0L JE Camira is a perfect candidate. It uses a MAP sensor, multi point injectors and you can get the whole car for beer money.

Haltec is a good choice for a modified motor, or one that is using forced induction. There are other brands like Wolf 3D etc which are cheaper and may do the job just fine.

Microtech is very cheap but the resolution for light throttle work such as a road car will do is pretty poor, so unless it's a race only car I wouldn't recommend one.

If it's a daily driven near stock car I'd actually recommend using the entire Delco system from the 2.0L camira. then all you need to do is make the manifold and run the return fuel line.

I don't know of an off the shelf kit to fit everything onto a VW motor. Beware of some places fabrications, I saw one absolute crap microtech setup on a karmann ghia which used a massive throttle body from an XF falcon and no plenum. It was straight on the cross pipe, and they wondered why it had flat spots and wouldnt idle.
