A decent panelbeater can do louvering. Or at least the ones I have known can. So just try any semi-reputable auto torture parlour. You may be lucky!

you could go the cabrio decklid' or get one modified to look like one.
funnily enough, the profile of the slots in the fresh air vent cover on the front of bay window kombi's are very close to the shape of the slots in a cabrio decklid.
instead of louvres, you could get some of these grafted in.
