Are u talking the lower holes???

They are the bolt holes for the thermo flaps

Only the early beetle engines had the annular ring near the fan..
Later engines had the flaps [4] hooked to the thermostat...
these flaps also directed air over the engine to cool it properly.. so best to find some and fit them...

When the spring is attached to the flaps via the control bar the flaps will stay open but will still direct the cooling air where Volkswagenwerk designed it to be...
[this is without the thermostat being fitted]
