That's an original SAIER A1 Buggy (made in Germany).
The Germans made more similar strange Buggy kits.
The most popular (still available today) of them is the ALBAR STE Buggy.

mmm, just a had peak at this site. Certainly different to anything in Australia or the US. Let's just say I think I prefer German look Beetles to
German look buggies.
