Types of metal in the seat frames

What type of metal is the flat strip that runs just under the surface of the upholstry around the top edge of the seat and it holds all the springs together. It is about 10mm wide 1mm thick and never welded- VW used joiner brackets. Is this spring steel and where can I get some from to repair my early middle seat
