Cooling the fuel lines actually works quite effectively, providing u can cool them all the way to the fuel branches.
Trying to create a false dense air form is not a joke, it is a workable scenario, as dense air is formed at lower point nearer to sea level, mounting a pod filter nearer to the base of intake is a sensible option.
Cooling is simply a matter of using compressed cold air or insulating the intake cavity, or other option.

OK so what part of this is a joke?
Have u even looked at a T3 air intake?

Trying to make moderate power gains without oversizing pistons, chipping, lifters etc, is a thought everyone has.
Shit i think u did it by way of introducing a cool air intake into engine bay of Beetle, even thought the may not have been the idea at the time.
