Does anyone know if and where this part is available in Australia or a web site where it is available?

You have the Volkswagen part number, so the first place to try is your local VW dealer (if one exists). However as the Australian VW importers have
changed several times in the last 15 years, I doubt whether modern 'European - Classic' VW dealers stock old air-cooled parts like that
little spring. I have a friend with a '98 Polo, and she has difficulty getting THAT serviced correctly nowadays. But you should at least ring and
find out.
Otherwise try a large VW specialist near you - Mick Motors for example, or VVDS or Volksbahn in Sydney.
