Take it to a good auto electrician mate! Their services are worth it, and can be far cheaper than you would think. I've fixed a few electrical issues and usually think that I understand it fairly well, but whenever I get stuck, my local auto sparky will fix most issues like this for me with no hassle for under $200. Doesn't have to be a VW specialist or anything as they are extremely simple in electrical terms.

Heres the wiring diagrams:

http://www.thesamba.com/vw/archives/info/wiringt1.php

vw wiring is very simple, just colour match and patiently follow. If u don't know whether a wire at the back is from a wire at the front, you can buy a cheap multimeter for $20 at dick smith and test continuity. that $200 could be 4 cases of grog! :)
