take off the line from the vacuum modulator. does it have ATF in it? if it does, you need a new modulator which are hard to source. try http://www.thesamba.com
if not, or in the meanwhile while you search for a new one try unscrewing the little valve inside the modulator with a 4mm allen key. try, 1-2 turns.

right on Kaiisons
I've found that on occasions the auto lost drive going up steep hills. It was a hint and I filled the auot up just over full which is just right for
perfect operation. So if your auto is a little low?
And that small screw inside the modulator is likely your best ebt for adjustment. I found my auto "hunting" between second and top at 50-60kph.
Screwed it out a few times and test drove it probably 6 times before I got it right.
And just for interest, my flex plate was loose when I first got delivery of my trike. I reckonmy auot was hunting in its original type 3 VW and over
the years caused those 10 rivets to loosen. All because of a simple adjustment.
