71 will have the horn contact ring that rubs on the back of the steering wheel. Wiring comes thru the indicator switch wiring to the horn contact at the back of the steering wheel.

Hi Barrie
VW horns can be a pain as they have power from the ignition all the time the ignition is ON..
so any short circuits and they BEEP..
the horn contact ring under the steering wheel could be worn thru ...
If You can't figure it out, stick a push button under the dash
then You can use any horn..
as they earth out when You bolt them on and only one power wire thru the push button switch...

cheers

the NON Super beetles l had a wire thru the centre of the steering shaft
but supers had universal joints in their steering
yours would be under the dash from memory
so the wire cannot go thru the steering shaft

The wire up the column finished in 70, both Superbugs and standards are the same setup from 71.

The steering wheel is grounded by the nut bolting it to the steering shaft, the horn ring or pad is insulated and grounds on it when you press it.

Most times if the horn is getting power the problem is poor connection between the contact ring on the base of the steering wheel and the brass tab on the blinker switch, either cos the gap is too big or the tab is worn/broken.

It's just a plain brown one, but double check, 71 is a cross over year and sometimes there is 2 browns, one is an earth for the highbeam contacts.
