Gearbox 1500 or 1600 for 1967 6volt

A guy at work has a 1967 early Beetle. It has been converted to 12 volt with a twin port 1600 fitted. It has a 1500 gearbox fitted. The gearbox whines real loud. Louder than the stereo. I know he could get a louder stereo, but.

Should he get the 1500 box fully rebuilt?
Should he get a second hand 1600 box? How much do they go for? What mods are required to make them fit, or do they fit exactly in the place of the 1500 box?

Does anyone in the Melbourne Eastern suburbs have a 1500 or 1600 second hand box that they know is quiet for sale?

This is his only daily driver, and he loves his Beetle, but he said the gearbox noise is getting pretty bad, and I have driven it, and it is pretty loud. Oh and he is a Kiwi, but we cant hold that against him eh? Bro?

Get it rebuilt shouldn't be more than $1200 if he supplies the core with no axles and tubes attached
