You're actually better off cutting the water jackets from a wasser and using the case and crank for a much stronger bottom end.
I think Volksworld magazine covered this 3-4 years ago and I've seen it done by guys on Volkszone.com.
Any machine shop will be able to face off the rough cuts of the water jacket in their mill

isn't there a lot more machining then just water jacket removal like stud replacement and barrel machining and when you live in Townsville everything
needs to be sent away or it gets f$#!ed up and freight is a killer if you have to send it away to get done properly

Why not just run a Type IV?
They are bullet proof in the bottom end and are probably easier and cheaper to come by then WBX parts.
Unless you have them already of course. There's no machining with a Type IV though.

I agree on some of that. They are a strong engine.
cheaper? I wouldn't think so for a properly built one. They are getting very very expensive to source good parts now due to the market being
saturated with china part just like the T1 market did.
If you can do it, and spend the cash they are an unbeatable engine for the vw.

Your post just sparked a memory of what I'd seen in the past. If after some research it turns out to be too much work then at least it's only your
time and no money has been lost.
I do understand how hard it is to find good 'any' trade these days so the simpler the task the better off you are.

well I do have a 1.8 lt kombi motor but what sort of hp numbers do you get out of them and what sort of reworking of the motor is needed to get 130hp
or so at the treads
