NSW Proposed Rego changes
This will affect everyone in NSW with an older car if it becomes law.

Rego payment based on an environmental criteria?!?!
I wonder how that works!?
In a short term, small minded approach, sure the emissions of an old dub will be crud compared to a new car.
But in the long term / larger picture, the reuse/recycle of a car like a dub and maximising its life cycle eliminates the huge emissions in the
manufacture of a new car (right back to the mining of the ore to make it).
I'm sure the green beans won't see that side of the story. Most likely their ideal senario is we all drive limp wristed prius's, without thinking
about the environmental disaster of disposing of all those batteries, or the disposable design of the car by writing it off in crumple zones and
plastic when you hit your neighbours cat. bloody heros.

If NSW wasn't so freckin backwards it would adopt the NCOP system the same as nearly every other state in Australia which is a lot more straight
foward system.
The NCOP system stands for the " National Code of Practice " which funnily enough is not very national when not all states want to play ball so to
speak .
Having read quite a bit of the system here in Qld it is the way of the future and would put us all on a level playing field if every state was to use
it , for instance if you currently get a modified car approved in Qld and then moved to NSW or vise versa , your car has to be TOTALLY RE ENGINEERED
as the interstate buricrats approvals are void in the other state but if both states were to use the same system it would be just a simple transfer ,
but hell i suppose that would mean some dam buricratic dick would loose his job , and hell we can't have that , lol
In short i would encourage you NSW people and your clubs to fight to get the NCOP system in place as opposed to your current VSS blah blah blah crap
,
Anyway thats my stand on the soap box on this matter and i hope it works out for you all

It appears that 'they' can change, or make up rules whenever they like.
I recently bought a 1924 Minerva with the ORIGINAL number plates attached......it has been registered in NSW every year since January, 1925 ! Despite
the number plates being purchased separately [separate receipt shows this], NSW RMS charged me $366 for a "Plate Transfer", even though they did not
own the plates !!!!! This was on top of a rather large 'Stamp Duty' fee. Fair ? When I protested, the girl at the counter said "I don't make the
rules...you can hand the plates in if you don't want to pay".
I'd rather wear a Beetle out by racing it than by polishing it!

Steve, no restoration...just maintaining the car in roadworthy condition. It's 90 years old, and almost completely original. The sleeve-valve 3.3
litre engine still runs beautifully, and is so quiet. Everything works - even the 8 day clock keeps good time. I will be using it.
May be worth a letter, asking how they can justify charging a fee on plates they do not own.
I'd rather wear a Beetle out by racing it than by polishing it!

"The proposed changes would apply to new passenger vehicles, new motorcycles, and to all caravans and light trailers."
It doesn't seem to be apply to older or classic vehicles, which do not have ANCAP ratings anyway.

Many years ago my sister was hit while crossing at a pedestrian crossing putting her in hospital for some weeks, the vehicle that struck her was a VW
beetle, it was the opinion of the police that had it been any other type of car she almost certainly would have been killed,it was their opinion that
the fact that the dub did not have a square style front like most cars then the impact was less "direct" and therefore did less damage.
I dream of a day when a chicken can cross a road without being asked for it's motive!

The environmental impact of plastic fragments is one of the biggest and unprecedented in history.
Its destroying our oceans. No! more cars that smash into plastic fragments when hit by an insects please.
Newer cars have horrific environmental impact when considering the whole life cycle of the car. May not be true in raw co2 emission in the life cycle
but impact from oil based material, exotic metals and mining associated with them. even things like printing the patterns on the interior use toxic
carcinogenic inks.
just look up embodied energy in various material. Plastic requires almost 5 times the energy to produce than steel. New cars are on average 2-3 times
heavier than our classics.
said to be on average the total emissions of a car is 15% manufacture/recycle 85% from driving. not sure what this is based on though?
based on these things, people who do an engine conversion in their classics to a modern engine should have the cheapest rego.

Thanks for the link.
The section 3.6 does start off by saying "The proposal is to initially apply the new charging framework only to the registration of new light
passenger vehicles and motorcycles from a prescribed implementation date. The reforms will not be retrospective."
It's the following paragraphs that show they are considering applying it to older vehicles at a later date: "Following implementation of the reforms
for new vehicles, the remainder of the NSW light vehicle and motorcycle fleet would then be gradually transitioned over to the new charging framework.
This would encourage the renewal of the NSW fleet. An adequate lead time is important to allow owners of second-hand vehicles that do not meet modern
safety and environmental criteria time for transition to new charging criteria."
They will be allowing a few years yet for cheaper new safer cars to trickle down into the second-hand market, before applying the new charging
framework to older cars. Plenty of time yet to write to Duncan Gay with feedback. Getteing crappy old cars off the road is probably a good idea in
general but the classic car movement is a different thing. We'll be in touch with the CMC and get the feedback ball rolling to Duncan Gay. Closing
date for submissions is 24 July.
On page 3 the discussion paper does say that conditionally registered cars ('club plates') will be exempt. Club plates are great if you are an
active VW club member and have a modern VW to drive the rest of the week, but not everyone wants to do that.

Personally, this is just planting the seed for when they do roll it out.
Doesn't make it right cause the intention is to make it harder and more expensive for the enthusiast to rego their older car........
Further to that, if they really wanted to reform the rego system, they should rego the driver as part of their license and not their car(s) but that
will never happen cause the RMS would never receive the same revenue.
If you have more than one car in your possession realistically, as the owner, you can only drive one car at a time.......
