You could try a state by state free rego check. Instead of entering the rego number some states allow a VIN or Chassis number as a search field. Eg for VIC Try ..... https://vre.vicroads.vic.gov.au/MobileVRE/ 
Most state rego authorities have a similar search function. That can at least tell you what state the vehicle is registered in, if at all it is registered.

Pretty sure i saw that beetle parked in Lake Illawarra for years, then for sale at a used car yard in Unanderra. That was a good 12 months ago. You could maybe check with the used car yard, it was the one on the west side of the Princes Hwy in Unanderra, a few doors down from KFC.

Edit: I just checked Google street view and the place was called JM Motors, although it looks empty and has a for lease sign out the front. Not sure how old the Google street view is.

Ok Matt you were 100% right it was there and when I do a rego check it says it is still owned by a dealership??? But JM Motors no longer exists! So have hit another dead end. Only chance left is that my partners parents have old paperwork with a vin number that may bring up extra info? Thanks again for all the help!

Found you a lead. I remember seeing this guy in the car yard when driving past on a daily basis. Not sure if he was an owner or just an employee. I think he used to also own a pizza shop in Windang years ago. Pretty sure his real name is Marcello. He's probably your best chance of finding your ride.
