Biggest capacity turbo'ed motor allowed in Queensland


I've noticed that the Queensland Dept of Transport calculates the maximum capacity of NA'ed and turbo motors based on the original spec weight of the particular car.

I've got a 1970 beetle which I believe had an original weight of 820kg. So according to the QDOT rules, the maximum capacities are:
- Naturally aspirated (x 4 weight) = 3280cc
- Turbo (x 2.75) = 2255cc

My questions are:
1. Is there an official QDOT list of weights for each VW vehicle and year?
2. How strict is the QDOT when measuring an engine capacity (for example, if I built a 2276cc turbo engine, will I get fined or something because it's 20cc more than maximum of 2255cc?
