They are actually born with a stump for a tail. Its a bit hit and miss from what I understand. We used to have a manx that had a full tail yet its
parents had no tail.

Yep they are born that way, nothing but stump or in some case nothing at all. I will get a picture of Maximus and Minimus tonight and you can see them
both with nothing but stump.
That is why the cat on the Manx Club emble m has nothing there...
