are my heads stuffed

i have a 75 bay window kombi (1800). i set all tappets at 8000ths of an inch and in one week the car was running ruff. all tappets were still at 8000ths except for the 3rd exhaust valve wich was shut. did the same next week same result. do you think that head is stuffed??
