i am gathering you have lost keys???
I would first try other beetle keys if you have them.
Otherwise the best way i know of is one of those twist screwdriver things
That will take out the steering lock
Otherwise take the steering shaft out from the steering box and put a differnt one in??
Otherwise take screws that hold it to the body and see if you can turn the locked steering wheel???
Was that any help???

What model is it??
Mine is a 74 L (duh - the name )
First you take off the steering wheel
Then the indicator stuff comes out with a couple of screws
Then you drop the column from the body with 2 hex bolts
There is a bolt/hex underneath that locks the ignition barrel onto the shaft
Loosen that and it should pull off.
You should then be able to put the steering wheel back on
