tyres & float level

Assuming the idle is set a tad too low and she wants to stall on heavy braking, would that indercate that the float level in the carby was too low? so the fuel is sloshing forward and starving the idle jet. oh, the idle jet isnt in the float bowl is it? 31 pic solex. could this also cause hesitation?
and whats the widest tyre I can fit to a 15'' empi style 8 spoke wheel? without losing the ride.
and tips on running a new fuel line. could you run it outside under the car in the chanel where the pan bolts to the body?
