the holes around the out side look like they should be the but what a bout the one at the bottem?

If you are talking about the holes in the bell housing, they are for cooling the Torque converter

The one in the bottom is doing up the nuts that join the convertor and the flex plate to gether.

The cut out on the bottom of bell housing is to allow access for your finger and to do up the 3 bolts that attach the drive plate to the torque
converter.
the engine crankcase also has a similar indent to allow access.
If your not using the correct engine casing then its going to be very hard to do up the 3 bolts. not much room in there.
