Brakes holding wheel tight


after a brakes check today my front right disk (73 l bug) is holding the wheel tight. on the forklift i tried to spin the wheel; it moved in my hand but wouldnt budge if i wasnt moving it. driving is fine but when i brake it shudders. weve checked the caliper and we cant find anything wrong with it, what am i to do?

If it shudders while braking check your disc is not warped. It might require machining. Also check the condition of the brake hoses(flexible ones) if they are collapsing they will not allow the fluid to return after the pedal is depressed,causing the brake to be "on".Good luck.:party
