Yr not daft,,,, they dont fit... 64 n 65 are different to 66 67... and pre 64 is different again.
I had this problem with my 65 resto back seat. Made sure it fitted the car before i got it re trimmed.

The frame I used to build a back seat for my 71 1302 I'm sure is from an early 60's beetle- But perhaps I'm mistaken.
Maybe the only way to find out is to try it (if poss) and see if it fits
......random gibberish for today.......

I think the back seat bottoms will fit - the rail across the floor above the kick panels is the same, and the seat bottom sits on that.
However '66-'67 seat bottoms are flatter, they don't sit as high as an earlier seat.
The reason is that VW Australia also redesigned the rear seat back, also making it thinner and changing the mountings. This is so it would fold
flatter.
If you unhook the rubber strap on a '64 or earlier and pull the rear seat back forward, it won't fold flat on the seat bottom. '66 and
'67s will however, as the rear seat is a different design.
Yes the body shells are the same, but I think they changed the hinge points for the later seats.
