67 Beetle stainless bumper bars

Does anyone have any info in regards to why a 67 Beetle I know of has stainless steel (not chromed steel) blade bumpers on it? It doesn't have the towel rails.
The owners parents bought the 'Standard' Beetle new in 67 and he is quite sure that the bumpers although bent a bit, are the originals it came out with.
The bumper bar reconditioners have never seen them before either.
Does anyone know (for sure) the origin of these blades?

I seen the blades after the bumper reconditioner had repaired and polished them, and they looked better than chrome. The most brilliant scratch free finish. Stainless just seems to have a real nice look about it.

I think the stainless bumpers came on '67 Custom beetles, I have had 2 and they both had them.
