Mystery solved.

In 1963, VW Australia was allowed to change the position of the engine louvres to the upper part of the Kombi to avoid excessive dust getting into the engine, which was causing engine failures in Australian built Kombis. They kept the outward facing louvres because this would not interfere with the air flow going down through a double panel into the engine compartment.

Clever little guys!

Mine must have been using the left over panels. The bottom vents are plated off on the inside
