I think the difference is between being RESPONSIBLE and NOT being RESPONSIBLE....a dickhead doing burnouts (where they're not allowed to) is hardly
being responsible....

least of all these problems are burnouts, i must say speed and nuisance drivers that are the issue here and really defective cars that are not at all
road worthy.

And a LOT of "hoons" do all these things in defective cars I drive at least 2000Km a week and see hotted up cars getting defected for trivial things while driving responsibly and
"hoons" causing a majority of problems for the rest of us by drawing attention for the wrong reasons and tarring everyone else with the same
brush...it all comes back to responsibility (and not getting caught)
