12.86V at the battery means its not the battery, correct?

depends what the battery says when you kick it over

It it says 11-12v when kicked over battery is fine

Drops much below this battery is rooted

Batteries can get buckled plates and will read fine under no load but will short out when heavy current applied

Battery seems fine. Voltage doesn't drop much when I put headlights on.
Starter motor isn't loading up the battery at all when I turn the key.
This mean its the starter?

When I bridge the terminals, it just sparks and clicks the solanoid.

First see if it will rotate over with a spanner on the crank pulley bolt.

might be worth just checking you have good clean contacts as well, connected firmly...battery clamps, earth strap, starter cables etc

Engine still turns over with a big spanner (Are you supposed to hear very faint hissing when it starts compressing?)
Turns out the "clicking solanoid" I could hear was the distributor clicking.
Took the starter out and put jumper leads on it like Ian suggested. Put a screw driver across the points but only got sparks.
Didnt turn it over.

Edit: Just took it to mechanic. He said it prob needs new brushes. Would it be cheaper to do that or to get a new starter?

'kombivw' got a crank kit recently... ask him what its like :) probably a good option, espcially with the higher torque + compression

Yeh I just read his write up on it actually. If rebuild isn't much different in price to a kranky then I'll go for that.

Sounds like a lot 'till you price a new quality starter.

But then if one ever dies, you can just go to the jap wreckers and get another for very little..

Plus they are self supporting, so never a worry if your starter bush is worn.

Well more bad news. Turns out the armature is stuffed as well as the brushes. So up for new starter.
My options are:
New starter from classic: $170
Kranky subi adaptor and starter: $360
Second-hand starter: $?
