there was no mount hole for the lower end

most use 2 plates top and inside sandwiched through the floor pan

there is NO lower hole for mounting a 3 point safety belt

most people get 2 pieces of steel plate then drill a hole in the floor using one plate on under side and one on the top to secure the belt at the 3rd point

What he means is they only came with a sash belt and not a lap and sash.
The belt only went from your shoulder to the gesrbox tunnel and not back again over your lap
Most people buy the lap and sash belts and drill another hole in the floorpan by the side of the seat near to the door and use a plate to spread the load ondernesth the floor when they bolt the belt to it.... If that makes sense?
