How to adjust door height


Well I have recently run into a problem... The door doesn't fit properly and rain seeps in. I have adjusted the catch on it up to the furthest most point at which the door still shuts but the door still doesn't fit right, should I space the bottom hinge to bring the door bottom upwards or just get those rain guard things on eBay? would it be a better long term plan to space the bottom of the hinge?
