What state are you in? Geographically speaking.
Basically you can't install seat belts yourself where you need to add mounting points.

The '61 did not have a fuel gauge standard, but should have a fuel tap near the dipper switch.
Gulf blue was fairly popular, and a nice colour.
I'd rather wear a Beetle out by racing it than by polishing it!
