one piece baja bonnet and guards

Just wondering if it is legal to have a one piece fibre glass front bonnet and guards. Also what is the law about moving fuel tanks into the back area of a baja. I am guessing that they must not be in the cabin area and covered with a case to stop vapors entering cabin area any help would be appreciated
