All I do on a bit like that is rub it hard with a wire brush then paint them with red oxide.

Classic for that is the inside bottom of the doors, making sure you don't block the drain holes.

rust

Hear is some advice from a panel beater.

I am not convinced that rust converters work, I have not seen any proof of it working.

surface rust can be easily removed by sanding back with course sand paper and then priming with an etiched primer or a surface primer.

Holes can be welded up, ground and filled with fiberfill, bog and then primer. As long as you prime and body dead the area inside.

Hope this helps

I would take the paint off with stripped then use a portable snad blaster to blast the area to make sure all the rust is gone.
also gets the dirt off so welding can be made easier

Rust converter contains phosphoric acid - buy a bottle or that instead and it will last a lifetime. The idea is that it converts rust (iron oxide) into iron phosphate, which is not as powerful an oxidant, thereby halting the spread of rust. Having said that, it's really only good for touch-up jobs, allowing you to paint over the area without cutting the whole lot back and respraying. If you are doing a re-spray, it is far smarter to clean all rust affected areas back to bare metal (plus a bit more to make sure,) then immediately spraying on a primer.
