If you don't already have one, a good manual is valuable and they have a full circuit diagram to help trace problems.
Without knowing any specifics on the problem (or model), electrical faults with lights/switches are often loose connections, or damaged cables,
assuming the bulb/switch/fuses etc are OK.
Engine electricals are a whole different ball game!
If your mechanically minded and follow it through they are not that hard to fix, so good luck!

Seriously, if you are willing to have a go, have some aptitude and are happy to learn it's fairly straight forward. What do you mean about a short?
Are you blowing fuses? Generally shorts will blow fuses as soon as the circuit is powered up.
As Andy said, check all the earth connections and check wires for damaged insulation as a start.

then find the closest to what you are after. Most of them are in colour.
I will say it IS simple IF you have electrical background and or understanding.
I wouldnt TRY and learn by rewiring you own car
Not being smart but with electrical it is different from mechanical things - but i reckon you can do more damage if you are not careful.
What i mean is you see someone do a wonderful job building a motor and then wrap a fuse in alfoil cause it keeps blowing.
Anyway... have a look at that site and ask some questions

i think u will find pretty much every VW that hasnt been restored has a rats nest of wiring. what makes u think u have a short?

Well, Zena you obviously have the muscles to do an engine swap so I'll be
kind to you. Like anthiron said, you have acting abilities too. Kiwi ??
But seriously, wiring is something that people are afraid of without really having a go at it. A beetle is about the simplest car to attack the
electricals on unlike something modern which nobody should have to touch.
A diagram is a must but the rest is just being methodical and problem solving. Women are good at this. (mine is anyway).
Get a test light, or make one and start poking around.
What exactly is the nature of the short?
