I think they normally go on the horizontal bar on the top of the rack.

Correct Dave. The ladders were made for placing and retrieving luggage from the roofrack of buses, as they were too tall for most.
Is it a real ladder, or did you make it? There is usually two types, and I can see that yours is the folding sort.. Nice work.
